Scottish maniac, Sir August De Wynter, holds the world to ransom as he controls the weather. A toff from the ministry and a scientist join forces against him.

Dire upgrade of cult 60s TV show. All the omens seemed so good that it is a mystery what went wrong. The leads are soulless and have no chemistry, the villain has no plot to sink his teeth into and the pacing is wrong through the whole thing.

An hour of material was excised by the studio after test screenings, which may explain some of the mess.

Amidst the debris there are little flashes of what might have been, the E-Type car chase, Connery in a teddy bear suit...and kudos to the art department.
